The city of Houston is on the verge of a significant congressional field hearing, as the Congressional Hispanic Caucus and the House Homeland Security Committee join forces to scrutinize a recent fatal encounter involving Immigration and Customs Enforcement (ICE).

The hearing, set for July 14, 2026, aims to shed light on the circumstances surrounding the shooting death of 52-year-old Lorenzo Salgado Araujo on July 7 in Houston’s East End. The event has sparked widespread concern and demands for transparency from the community and local leaders.

The significance of field hearings

A field hearing is a congressional proceeding that takes place outside of Washington D.C., but operates under the same regulations and legal authorities. These hearings serve multiple purposes, including raising public awareness of critical issues, evaluating government programs on-site, and attracting local and national media attention.

In this case, the hearing will provide a platform for witnesses to testify under oath, with all statements being permanently recorded into the official congressional record. The goal is to demand answers and accountability from those responsible for the incident.

The fatal encounter on Canal Street

On the morning of July 7, 2026, Lorenzo Salgado Araujo was shot and killed by an ICE officer on Canal Street in Houston’s East End. According to the Houston Fire Department, Araujo was shot in the abdomen and was taken to Ben Taub Hospital with CPR in progress. He was later pronounced dead from his injuries.

ICE officials stated that agents were attempting to stop Araujo as part of a targeted enforcement operation. The agency claims that Araujo, who did not have legal permission to be in the United States, rammed an ICE vehicle, ignored verbal commands, and attempted to run over an officer. The officer involved in the shooting claimed self-defense.

However, Congresswoman Sylvia Garcia reported that ICE informed her Lorenzo and his brother were not the intended targets of the operation. The Department of Homeland Security (DHS) released a statement explaining that the agents were acting on a credible tip and conducting surveillance on a target’s address when they observed Araujo in a white van resembling the target.

Community outcry and calls for an independent investigation

The fatal shooting has ignited a wave of outrage and demands for justice from the Houston community. Ronaldo Salgado, the eldest son of Lorenzo Salgado Araujo, publicly praised his father and called for an investigation during a press conference.

“He wanted nothing else in life but to provide for his wife and see his sons become great people,” Ronaldo Salgado said, describing his father as a “man of routine” who worked hard to build homes in North Houston. The family believes that Araujo may have feared being robbed, as the agents were in unmarked vehicles.

Local elected leaders and organizations, such as the League of United Latin American Citizens (LULAC) have echoed the family’s demands for an independent investigation. Juan Proaño, the CEO of LULAC, emphasized the need for a full and transparent investigation, with all evidence and footage preserved and released to an independent investigator and the public.

LULAC has even offered a $5,000 reward for information and videos leading to the arrest, indictment, conviction, or exoneration of any person involved in the incident. Domingo Garcia, LULAC’s national president, expressed his lack of trust in a federal investigation and called for the Houston Police Department to take charge.

The Texas Department of Public Safety has stated that it was not involved in the incident and referred questions to ICE. However, the department’s history of investigating similar cases, such as the fatal shooting of 23-year-old Ruben Ray Martinez in South Padre Island, has raised questions about the impartiality of their investigations.

As Houston awaits the congressional field hearing, the community remains united in its quest for truth, justice, and accountability in the wake of Lorenzo Salgado Araujo’s tragic death.
