City leaders in Corpus Christi are preparing to reopen debate over a controversial water strategy: a large-scale desalination plant that would turn seawater into potable water. The project, known as the Inner Harbor Desalination Project, was set aside months ago amid sticker shock and environmental objections, but a prolonged drought and growing demand have pushed it back onto the City Council agenda.

Supporters describe the plant as a durable solution to fluctuating supplies, while critics question its price and the ecological consequences of dumping concentrated brine into Corpus Christi Bay. Council members will consider whether to resume work on a facility that city staff estimate could produce up to 30 million gallons per day but would not begin delivering water until late 2029 at the earliest.

Why leaders say the plant is necessary

The city’s water department, backed by Mayor Paulette Guajardo and some council members, frames the plant as a way to secure a steady supply despite unreliable rainfall. City Manager Peter Zanoni has described the project as effectively drought-proof, pointing to its projected capacity to reduce dependence on shrinking reservoirs. The most recent city estimate lists a guaranteed maximum price of $978.8 million, a figure the department says is roughly 25 percent below earlier cost projections.

Officials report the project is fully permitted and roughly 60 percent designed, and several contractors have signaled readiness to build. However, even with approval at the coming meeting the plant’s timeline means it would not address the city’s immediate shortfall. Projections indicate the city may need to impose emergency restrictions by December—or possibly shifted into early 2027 if recent rains ease demand—when supply is expected to fall short within about six months.

Environmental debate: brine, biology and neighborhood concerns

A central point of contention is how the project would handle brine, the saline waste stream produced by reverse-osmosis desalting. Under the current plan, millions of gallons of brine—potentially much saltier than bay water—would be discharged into the bay near the proposed site in the Hillcrest neighborhood, an area with historical significance to the city’s Black community. Opponents warn that continuous discharge could harm seagrass beds, fish and crustaceans.

Studies and differing interpretations

The city engaged Spheros Environmental Group to assess ecological impacts; that consultant concluded the bay’s ecosystem would not be harmed by the planned discharge, according to city officials. Earlier analysis by Houston engineering firm Freese and Nichols reached a similar conclusion in 2026, asserting local species can tolerate elevated salinity within modeled limits. Despite those findings, community advocates remain unconvinced.

Isabel Araiza of the citizens group For the Greater Good argues the approach is neither environmentally nor economically sustainable and urges officials to press heavy industrial water users—like oil refineries and petrochemical plants—to conserve more aggressively. She and other residents say dumping concentrated brine into a relatively enclosed bay is a high-risk strategy for local ecosystems.

Economic stakes and alternatives

Business leaders and some residents counter that water shortages already carry real economic costs, from shuttered operations to potential relocations. Local advocates for commerce have urged the council to consider the plant as a means to prevent future surcharges and mandatory cuts that would especially hurt water-intensive businesses such as car washes and landscaping companies.

Private proposals and long-term commitments

In addition to the city-led option, two private proposals are on the table. One plan from Aquatech offers to complete a plant tied to a private industrial customer if the city agrees to purchase water. Another proposal from AXE H2O, a Houston-based company, would fully fund and build a facility but asks the city to commit to buying at least 50 million gallons per day for a minimum of 30 years before construction could begin. Those arrangements carry different risks and fiscal commitments than a city-built plant.

Water resources engineer Kenneth Dees noted a broader reality affecting many Texas communities: the issue is increasingly about the rising price of reliable supply rather than an absolute absence of water. “We’re not running out of water, we’re running out of cheap water,” he said, underscoring that aging infrastructure and a deepening drought will likely force higher costs.

What to expect at the council meeting

The council will not only debate reviving the desalination project but also discuss potential emergency restrictions and surcharge structures in the event that a Level 1 emergency is triggered—defined as being roughly six months away from demand exceeding supply. Officials face a difficult calculus: balancing the long lead time and high price of desalination against immediate conservation measures and pressure on large industrial users.

As the discussion returns to the dais, residents will hear competing visions: one that views a near-billion-dollar desalination plant as a necessary insurance policy against future shortages, and another that frames it as an expensive and potentially damaging industrial solution that overlooks alternatives. The decision will shape Corpus Christi’s water strategy for decades to come.
